河南人怕暴雨吗?

 

当然怕。昨晚到现在,我们看到了太多在雨中哭泣、呆滞、眉头紧锁的脸。无数告急的文字或视频雪花一样从中原大地飘向全国,字里行间透露的惊慌、无奈乃至绝望,让人不忍卒读。

 

天灾面前,怕是正常的。说自己一点不害怕,说这场雨算什么的,在我们河南被叫做信球、赖种。但就算畏惧,依然要抬起头去面对,人性的珍贵之处只有在这种时刻才能得以显现。

 

因为,我们唯有恐惧,方能勇敢。


历史从不遗忘 

“牵象之地”。很久前,人们如此描述大河之南的这片大陆。
 
古时河南繁衍着很多大象,这也是“豫州”的来源。现在,河南依然是一片巨大的平原,没什么可以依靠的天险。只有一条母亲河,川流不息。
 
千百年来生活在这里的人们,任由广阔的黄土地和黄河赋予了他们温良、乐观,和坚韧的性格。一如曾经存在,但业已消失的大象,面朝黄土背朝天,只在极少数的时刻仰天长啸。

 
河南人也的确是隐忍的,隐忍而又坚强,像一枚外圆内方的铜钱。这片土地和这些人见识过太多天灾人祸,但从没什么能把他们打击到一蹶不振。

下在河南的这场暴雨是历史级的,从周六到周二降水量达到了617.1mm,相当于3天下完了以往全年的雨。从气候学角度来看,用千年一遇来描述毫不为过。
 
而暴雨引发的大洪水,才是真正的灾难。昨天看到的消息,预计未来3天,河南西北部部分地区将有大暴雨。受其影响,黄河中游干流花园口河段可能发生编号洪水。
 
又是花园口。这个位于黄河南岸的渡口,因明朝的许天官在这里修了一座方圆540余亩的大花园得名。熟悉近代历史的朋友们,不会忘记这个地方曾经发生过怎样的惨案。
 
1938年6月9日,蒋介石政府通过了黄河决堤计划,下令炸开花园口。泛滥的河水混着暴雨形成汹涌的洪灾,无数村庄房屋与耕地被淹没。泛滥区横跨豫皖苏,绵延5.4万平方公里。

 

蒋介石此举,是为了阻挡攻陷徐州后,西进郑州直指武汉的日军。但花园口决堤四个月后,武汉仍旧失陷。而洪水造成的1200万人受灾,89万人死亡,却实实在在地让河南元气大伤。花园口决堤由此也被称为中国抗战史上三大惨案之一。

河南有四大古都,涉及三十个朝代。饮马黄河、逐鹿中原,历史书上的战争读起来气壮山河,但对老百姓来说每一次都是堪称灭顶之灾的人祸。当然河南不只经历过人祸,天灾更多。
 
这两天的暴雨,大多数河南人应该是生平第一次见识。但上了年纪的老一辈人,一定还记得驻马店的那场“75·8洪灾”。
 
1975年8月,台风莲娜引发了驻马店地区的大暴雨。8月5日至7日,驻马店3天的最大降雨量为1605毫米,相当于年平均雨量的1.8倍。
 
暴雨形成的6亿立方洪水冲出板桥水库,淹没了河南30个县市和1780万亩农田,1015万人受灾,超过2.6万人死难。直接经济损失近百亿,是世界最大的水库垮坝惨剧。
 
历史从不遗忘,河南是中国历史上水灾最频繁的地区之一,开封光被黄河水淹埋,就有过6次。

洪水流不过人墙 

河南人爱听豫剧。豫剧既不像秦腔激昂,又不像京剧跌宕,也不像昆曲婉转。大多单刀直入,明明白白地把事情和心情说给你听,没什么多余的铺垫。一人一梆,诚恳得有些过分。
 
河南也是如此。
 
1937-1943年间,河南为抗日提供了每年30亿斤粮食,1943年后每年20亿斤。八年抗战,河南400万人服役,30万人战死及伤残,立下了汗马功劳。
 
即便历经1938年的花园口决堤和1942年的大饥荒,河南依然挺住了,毕竟它已经承受过无数次考验:
 
1450年到1949年的500年间,豫东平原发生较大、特大洪水61次,豫南发生41次。但新中国成立之后,河南还是用肥沃的土地和河南人勤劳的双手,把这里建成了全国人民的粮仓。
 
2020年,河南粮食产量6826万吨,全国仅次于黑龙江。并且效率很高,用占全国16分之一的耕地生产了十分之一以上的粮食,生产的小麦占全国的四分之一。
 

此外,河南还生产了我国70%的水饺,60%的汤圆和火腿肠,以及30%的方便面和馒头。全国最大的肉制品加工大省和速冻食品加工基地也都在河南。
 
再考虑到河南常住人口只有全国的7%,事实上,河南的粮食自给率可以达到150%以上。除了养活河南人之外,完全可以凭一己之力养活粮食自给率不足四成的浙江加上福建。
 
值得一提的是,在河南全省的的耕地之中,黄淮地区所占面积达到了近四成。所谓黄淮地区,就是商丘、周口、驻马店和信阳所在的豫东南地区。
 
没错,就是在“75·8”中遭受灭顶之灾的那个驻马店。
 
从古至今无数天灾人祸,河南都挺过来了,这一次也能转危为安吗?
 
截至目前,已有河北、山西、江苏、安徽、江西、山东、湖北7省驰援河南河南防汛抢险救灾。包括1800名消防救援队伍指战员、250艘舟艇、1.85万余件(套)救援装备等。
 
社会各界也都行动了起来。早间腾讯率先捐款1亿,此外还有阿里巴巴捐款1.5亿,富士康、字节、拼多多都捐赠了1亿元。京东和拼多多还开放了郑州的仓库,美团捐了63万件物资。
 
当地政府也没有让河南人民失望。第一时间将防汛应急响应级别提升为I级,解放军也迅速被调派,连夜顺利转移10万人。

河南这届政府的执政效率确实很高,颇有点雷厉风行的味道。想必大家还记得,19年春节全国疫情防控,河南以如此之高的人口和劳务输出量,取得的防疫效果之好,堪称硬核。
 
从疫情到暴雨,中国但凡发生灾难,向来是一方有难八方支援。我为人人,人人为我。以前河南从没有辜负过;现在,到了接受兄弟们支援的时候。

河南没有辜负中国 

河南不是共和国的长子,甚至算不上次子,当然也不是最受宠爱的幼子。但河南绝对是最听话、最老实的那个孩子,老实得让人心疼。
 
在喂养全国人民的同时,河南本身的发展并没有跟上。新世纪中国人均GDP不增反降的城市,河南就有商丘、周口和驻马店三个。

是不是有点熟悉?没错,它们都在黄淮地区。
 
黄淮拥有河南省近四成的耕地和近三成的人口,黄淮之于河南,正如河南之于中国:人口多、历史悠久、GDP总量高、人均低、发展不均衡。
 
河南之所以老被地域黑,就是因为国家流失人口前十的地级市,4个都在河南。出去的人多了,难免良莠不齐。但河南为什么人口流出这么多?
 
先说教育。河南有近1亿人口,高考人数超过百万,占全国高考人数的十分之一,但全省只有一所211高校。河南学子想要接受更好的教育,只能远走他乡。

这里有些历史遗留问题。1944年,国立河南大学还是官方承认的国家第三高校,但经历1949、1952的几次调整,许多优势学科被并入武大、中南政法等高校,拆出去至少六七所211。

拆分河大,大大削弱了河南的教育实力。另一方面,河南当年建设龙子湖校区,不但被央视点名批评,甚至省政府好几位领导都被记大过或严重警告。足以说明河南发展教育之不易。
 
再说经济。
 
城市方面,郑州是新一线,但这是国家中原崛起的口号喊了很多年,虹吸了全省资源才发展起来的。
 
2020年,郑州GDP再次突破万亿,全国排名前二十,但中原城市仅此一家。排名第二的洛阳,GDP总量不足郑州的一半。
 
河南学子之所以不愿意回家乡奋斗,是有原因的。
 
全国有100多家央企,在河南设立总部的屈指可数;知名互联网企业,河南也几乎没有。根据全国14个省份公布的2020年平均工资水平,河南只有70239元,位列倒数第一。
 

河南曾经辉煌过,但那是在农业社会。改革开放后,经济中心转移到东南沿海,河南的劳动密集型产业、第一产业和第二产业居多,高科技产业和金融产业极少,自然走向了没落。
 
但河南并非没有希望,一方面政府在向中部地区倾斜资源,有“三区一群”等国家战略规划和平台密集落地;另一方面,河南有丰富的旅游资源和劳动力资源,只要善加利用,做好产业升级,未来还是大有可为的。
 
不管怎么样,河南没有辜负国家,很好地完成了保障粮食安全的重任。但有得必有失,河南想要崛起,要走的路还很长。

结语 

中华民族的根种在河南,就像粮食种在土地里,中原大地蕴藏着中国人取之不尽的精神财富。面对灾难,中国是如何将众志成城展现给世界的,河南也一定会展现给中国。
 
再大的雨也会停,一切都会重回正轨。河南已经沉默太久了,《唐宫夜宴》火出圈,再次让全国人民见识了这片土地可以焕发出怎样的活力。

中国的发展到了重要的时刻,要走出一条深刻、独特和成功的道路,必须找回自己的根,再次将河南重视起来。
 
还是那句话:河南怎么样,中国就怎么样。

His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
